Every ALN learner needs a statutory IDP. There's no non-statutory rung to hide behind.

The ALN and Education (Wales) Act 2018 replaced England-style graduated response with something structurally different: once a learner is identified as having additional learning needs, they are entitled to a statutory Individual Development Plan (IDP) — full stop. There's no SEN Support-equivalent holding pattern underneath it. OMNIA was built around that distinction, not adapted from an EHCP-shaped system with the labels swapped.

School-Maintained and LA-Maintained IDPs, tracked separately

OMNIA distinguishes School-Maintained IDPs (issued by the school under delegated statutory duty) from LA-Maintained IDPs (issued by the Local Authority where a school can't secure the required Additional Learning Provision alone) — with LA-Maintained IDPs stored as read-only references, exactly as the Act requires. Every IDP's statutory review date is tracked automatically, and the platform is honest with itself about which type of plan it's looking at.

Built for the transition, not just the destination

Wales's rollout from the pre-Act Statement/IEP framework to the ALN Act 2018 IDP framework runs through 2025–26, and most schools are somewhere mid-transition. School setup lets you select your school's current framework version, so OMNIA applies the right plan template, terminology and statutory deadlines rather than assuming everyone has already switched over.
