Note: unlike the equivalent UAE sign-off (single-issue, ~60–90 minutes), this is a first-draft template with three open items (see Qatar Addendum closing notice), so initial review time and cost will be higher until a Qatar-qualified lawyer has confirmed the Article 16 permission process and arbitration forum. Once confirmed and reflected in a v1.1, subsequent schools should see UAE-equivalent single-issue sign-off costs.
